How much is a bag of mulch?
The price on a bag of mulch is the least useful number on the bag. Two bags on the same shelf at the same price can hold 1.5 and 2 cubic feet, and the smaller one costs more per cubic foot. The number that compares is price per cubic foot.
Convert the bag to a real price
price per cubic foot = bag price ÷ cubic feet printed on the bag
From there, price per cubic yard = price per cubic foot × 27, which is the figure you need to compare a bag against a bulk delivery.

Read the first two rows against the third. The $3.47 bag looks cheaper than the $3.33 bag until you divide by volume: the 1.5 cubic foot bag is about 39 percent more expensive per cubic foot. That is the whole argument for converting.
Bag or bulk: the crossover depends on your bed
A cubic yard is 27 cubic feet, which is 13.5 bags of 2 cubic feet, so 14 whole bags. If bagged mulch costs $1.67 per cubic foot (the $3.33 bag above) then 14 bags is $46.62 to cover one cubic yard's worth of material. A bulk yard delivered at $45 is, on those dated numbers, slightly cheaper before delivery, and the gap widens as the order grows because you stop paying for 14 separate plastic bags.
Bulk only wins if you can take delivery. A cubic yard of organic mulch weighs 450 to 850 lb (University of Regina, Math Central), so a few yards is a truck-and-trailer job, not a car trip.
How many bags your project actually needs
Before comparing prices, work out the quantity:
cubic feet = square feet × depth in inches ÷ 12bags = ceiling(cubic feet ÷ bag cubic feet)
A 300 sq ft bed at 3 inches is 75 cubic feet, which is 38 bags of 2 cubic feet. Buy those at $3.33 and you have spent $126.54. Compare that with the bulk quote before committing.
What moves the price most
Depth, then bag size, then the store. Depth is the one you control exactly: going from 2 inches to 4 inches doubles the material for the same bed. The yard price check holds the dated bulk quotes, and the data downloads page publishes the price tables as CSV with the source page for every figure.
